Energy efficiency is big business in California. With an goal of reducing home energy use by 40 percent by 2020, the state has made more than $116 million available to help homeowners pay for home improvements that can help reduce energy use through initiatives like Energy Upgrade California® Home Upgrade. Through Home Upgrade, local utilities provide incentives to offset the cost of energy efficiency upgrades made with a Participating Contractor. Meet with your Regional Account Manager to talk about your business and how to incorporate Home Upgrade. At your Welcome Meeting, your Account Manager will walk you through the program's training and documentation requirements.


Your Account Manager and Project Coordinator will help you collect all required documentation including CSLB License, IRS W-9 form, Certificates of Insurance and the program's Contractor Participation Agreement. In addition, during Onboarding you will participate in initial program training.

Participating Contractor

Now you're a Participating Contractor! As you complete your first projects, you'll receive field evaluations and program mentoring, as well as additional hands-on training. Your Account Manager will continue to be available to you to answer questions and provide support as your business grows.

  • CSLB License or HERS II Certification - must be active and in good standing.
  • Certificates of Insurance (General Liability, Commercial Auto, Workers Compensation)
  • IRS W-9 Form - Download from IRS Website
  • Signed Appendix from Energy Upgrade California Home Upgrade Usage and Graphics Standards Guide

Required Training


Learn how to submit, track and process projects using the program's convenient Web Application and VisionDSM processing system. Also includes an overview of project workflow, required forms and uploads and where to go for help and support.


Customer and employee safety are of the utmost importance to the program. All Participating Contractors who do not currently have a BPI Building Analyst on staff are required to complete Home Performance 101 training. The course supplements Building Performance Institute (BPI) Building Analyst training and provides a basic understanding of the principles and practices of home performance. Participating Contractors who have a BPI Building Analyst are required to complete an online Combustion Safety Course to complete enrollment in the program. 


Participating Contractors who want to complete Advanced Home Upgrade projects must have a BPI Building Analyst on staff. Subsidized pricing is available for BPI Building Analyst courses. Talk to your Account Manager for details.


Our program mentors provide coaching and guidance as you navigate your first projects with the program. To complete the mentoring requirement, you will meet with a program mentor and demonstrate competency in an evaluation session that covers all items on the Field Training Checklist.
